CONCORD, NH — Shayna Joy Kinney, 39, a homeless woman now located in Concord, was arrested at 8:46 p.m. on May 19 on a felony possession of methamphetamine charge and a warrant. A officer was sent to Storrs Street to assist detectives with a motor vehicle stop. During the investigation, the officer spoke to a woman, a passenger in the car who refused to identify herself, the officer wrote. The officer said she also walked away from the car while carrying a backpack. One of the detectives arrested her, informing the officer it was Kinney. A check found she had a no bail warrant out of Merrimack County Superior Court on a drug charge, and dispatch confirmed the warrant. After being arrested, Kinney's backpack was searched and "a crystalized substance" wrapped in aluminum foil was found in a backpack pocket as well as a small scale with a residue of white powder, an affidavit stated. The drug was identified as meth, and the drug charge was added to Kinney's docket. She rejected bail and was taken to the county jail.

Jason J. Noury, 47, of Temple Street in Nashua was arrested at 2:13 p.m. on April 11 for receiving stolen property, a felony due to two prior convictions. An officer was sent to the New Hampshire State Liquor and Wine Outlet on Storrs Street for a report of a shoplifting. An employee gave the officer a description of the suspect and viewed surveillance footage of the incident. The employee accused the suspect of shoving a fifth of E&J XO Brandy, valued at $18, "into his pants," a report said. Moments later, a second officer found the suspect, Noury, at North Main and Park streets. The second officer asked Noury what happened at the liquor store and he was accused of saying he had no idea. When asked about the theft, he said, "I was only there for a minute and then, left," an affidavit said. When the officer pointed to the brandy bottle he had and explained the theft was caught on video, Noury said, "Well, you got me then," the report said. The officer asked Noury if he stole the brandy, and he said, "Yes, it was stupid, I do not know why I did it," the affidavit said. A lieutenant told the reporting officer Noury had two prior convictions — a theft charge in Nashua District Court in February 2016, and a felony theft charge in October 2016, in Hillsborough County Superior Court, so he was arrested and the charge elevated to a felony.
